The Big Takeaway
The District is officially launching its next major infrastructure push through the Guaranteed Energy Savings Act (GESA).
On Wednesday night, the Board will consider selecting Reynolds Energy Services (SitelogIQ) as its GESA provider and approving an initial agreement between $2.5 million and $3 million to begin design work and pre-purchase mechanical equipment for Benjamin Rush Elementary, with installation targeted for summer 2026.
At the same time, the District will seek a state Public School Facility Improvement Grant to help offset roofing and mechanical upgrades at Belmont Hills Elementary.
In short: major building systems work is moving from discussion phase into action.
For the Parents (Facilities & Programs)
Camp Invention Returns to Struble
The Board will vote on a facility rental with a fee waiver to host the National Inventors Hall of Fame’s Camp Invention at Struble Elementary in Summer 2026.
If approved, this continues a STEM-based summer enrichment program that has historically been hosted at Struble.
Struble 50th Anniversary Celebration
A rental request is on the agenda for Struble’s 50th Anniversary event later this year.
Playground Report
Facilities Director Kevin Curry will provide an update on the condition and safety of district playgrounds.
Valley Elementary Safety Fix
The District plans to replace carpeting in Valley Elementary’s K Pod due to a documented tripping hazard.
The Price Tag (Spending & Contracts)
SitelogIQ Energy Services
$2,500,000 – $3,000,000
Initial GESA agreement for design work and pre-purchasing HVAC/mechanical equipment for Benjamin Rush Elementary.
This locks in equipment pricing ahead of summer installation and signals the start of a larger energy savings modernization effort.
Belmont Hills Grant Application
The Board will approve a resolution to apply for a Pennsylvania Department of Community & Economic Development Public School Facility Improvement Grant to help cover eligible mechanical and roofing work.
Cornwells Chiller Repair
$21,777.40 – DWD
Approval of repair work for the Cornwells Elementary chiller system.
(Competing quotes from Southland and H.T. Lyons were higher.)
Valley Elementary Carpet Replacement
$16,519.39 – Keystone Flooring
Replacement of hazardous carpeting in the K Pod.
(Other bids came in at $16,640 and $21,338.87.)
Budget & Financial Oversight
The Committee will also review:
- Capital Projects Update (2023–2034 Plan)
- February 2026 Budget Transfers
- Senior Tax Rebate Report (Jan–Feb 2026)
- Capital Reserve & Bond Fund Encumbrance Reports
- Policy 707 Review
These items provide a broader look at where long-term capital and reserve funds currently stand.
Personnel Moves
No major leadership hires or departures are listed.
The agenda includes an informational item regarding an MCIU consultant agreement allowing Dr. Donna Minnigh and Bethany Gale to serve as presenters at an upcoming conference.
What This Meeting Signals
This is a pivotal meeting for facilities planning. The GESA selection and initial funding approval move the District from planning into execution on large-scale HVAC and roofing upgrades, starting with Benjamin Rush and Belmont Hills.
If the grant funding comes through, it could offset some of the capital burden on local taxpayers.
Summer 2026 construction planning is officially underway.
